It's kind of wrong & right. The theme of the video is that anybody could become homeless and poor, the signs show what the goverment is doing to take money from us and make us go homeless like the guy. At the end it shows what -we- the people, not the goverment, can do not to become homeless. And yeah it also shows that some people look at homeless people bad, but those people could become homeless aswell. Both SOAD's songs and I think most or all of Serj's songs are all about the government.

I am kind of sad that Serj Tankian broke of from System of a Down, but he's still doing a very good job on his own. This is honestly one of his best songs besides "Saving Us", which is a very meaningful video. and xxcamdogxx, you should learn to be nicer.
