Not necessarily. Even if Kennedy wasn't going to pull the US out, there's no guarantee he would have escalated it. Kennedy had said he would not let Vietnam become America's war, and that regardless of what support the US provided, in the end it had to be the Vietnamese who did the fighting because it was their war.
